MANILA — The Independent Commission for Infrastructure (ICI) formally began its work on Tuesday, September 16, with a mandate to investigate flood control projects implemented over the past decade amid allegations of irregularities.

According to the Presidential Communications Office, the commission will review project planning, funding, and implementation to determine whether public funds were used properly and to recommend reforms that will strengthen transparency and accountability in infrastructure development.

The creation of the ICI is part of the administration’s broader campaign against corruption and inefficiency in major public works projects, particularly those linked to flood mitigation, which have faced growing public scrutiny in recent months.
